Mobilisation FM
Mobilisation in this particular instance is the act of assembling and making people, processes and systems ready to be embedded into the business. The word mobilisation was first used, in a military context, in order to describe the preparation of the Prussian army during the 1850s and 1860s. Mobilisation theories and techniques have continuously changed since then.
So, here we are with a strategic business plan to deliver (see Strategic FM). There should also be a performance and cost model supported by Service Level Agreements (SLA’s) and Key Performance Indicators (KPI’s) that supports the business plan. Now let’s mobilise the people, processes and systems to successfully deliver the agreed model.
Now whether this is a newly created start-up, a TUPE Transfer of people into a new company or the result of a transformation project (see Transformation FM), we will need to ensure it all goes as planned with minimal disruption to the business, its customers and employees. Optimum FM will ensure that there is a SMART (Specific, Measurable, Achievable, Realistic & Time-bound) Mobilisation Plan that includes a Communication Plan, as frequent and effective communication is absolutely essential.
The mobilisation plan will take into consideration the magnitude, complexity, dynamics and culture of the organisation together with the performance model itself that it is about to implement. This will dictate the duration and pace of mobilisation so that it receives positive acceptance by all who are effected by it.
As the saying goes “failing to plan is planning to fail”. Therefore, creating a Plan that has been well thought through will minimise and control risk. To assist in this process a Risk Register will be created and regularly monitored and updated to eliminate, or at the very least, minimise any risk to a successful mobilisation. PRINCE2 or other appropriate project methodology will be used subject to the size of project and business fit.
